This NYHealth-funded report by the Health Policy Research Center at the Rockefeller Institute of Government evaluates revenue and saving strategies the State could consider to confront the challenges of implementing universal health care coverage.

Using Massachusetts and Vermont as their guide, the report concludes that New York must take a multi-pronged approach by relying more heavily on Federal Medicaid revenue, pursuing cost saving strategies, and initiating new ways to generate revenue. The report discusses using state lottery/gambling revenue, money generated from taxes on unhealthy products such as soda, tobacco, and alcohol, and possibly new employer contributions to finance expanded health care coverage.
