This Wakely Consulting Group report provides New York State with an overview of the business functions that are needed for a Health Benefit Exchange as well as the types of work Exchange staff must undertake and a timeline for setting up the Exchange.

The report was originally published in February 2012, before Governor Cuomo signed an Executive Order establishing the Exchange. The original report was developed on the assumption that the Exchange would be established through legislation as a public corporation and made implementation recommendations for its governance, oversight, and management accordingly.

The report has since been updated to identify and discuss how business operations and requirements and core work processes have been impacted by the establishment of New York’s Exchange by Executive Order.
